The Ministry of New and Renewable Energy (MNRE) has announced a significant expansion of its Human Resource Development (HRD) Programme, aiming to address the growing demand for skilled professionals in the renewable energy sector. This ambitious initiative, with a total financial outlay of ₹258.83 crore, will span from FY2026-27 to FY2030-31, marking a crucial step in India's journey towards a sustainable energy future.
A Skilled Workforce for a Sustainable Future
The MNRE's HRD Programme is designed to create a highly trained workforce capable of driving India's renewable energy sector forward. By focusing on skill development, higher education, research, and training infrastructure, the programme aims to meet the industry's growing needs. The approved outlay includes ₹58.83 crore in committed liabilities from the previous HRD programme, indicating a strong commitment to long-term investments in human capital.
One of the key aspects of this expansion is the emphasis on emerging technologies and segments of the energy transition. The programme will now extend its reach to renewable energy manufacturing, Battery Energy Storage Systems (BESS), and renewable energy transmission systems, aligning with the industry's evolving requirements. This strategic shift ensures that the workforce is equipped with the skills needed to tackle the challenges and opportunities presented by these cutting-edge technologies.
Hyper-Localised Skilling and District-Level Initiatives
A notable feature of this expansion is the introduction of a hyper-localised skilling programme. The MNRE will identify 100 renewable energy districts across India, each selected based on their renewable energy installations and potential. These districts will become hubs for targeted training, upskilling, and reskilling programmes, tailored to meet the specific needs of the local industry. This approach ensures that the skills developed are directly relevant to the regional context, fostering a more sustainable and inclusive energy transition.
To support this initiative, the MNRE plans to upgrade 50 ITIs, polytechnics, engineering colleges, industry training institutes, and other institutions into renewable energy training centres. Financial support of up to ₹40 lakh per institute has been allocated for infrastructure upgrades and specialised training equipment. This investment in training infrastructure will significantly enhance the capacity and quality of renewable energy education and training in India.
National Renewable Energy Fellowships
The programme also includes the establishment of 165 new National Renewable Energy Fellowships over five years. These fellowships encompass various categories, including 75 M.Tech positions, 80 JRF/SRF positions, and 10 Research Associate/Post-Doctoral Fellow positions. The primary objective is to support research aligned with the MNRE's identified renewable energy priorities, technology development, and commercialisation. This initiative will foster innovation and contribute to the advancement of renewable energy technologies in India.
Industry Exposure and Digital Platform
To further enhance the programme's impact, the MNRE will facilitate industry exposure for eligible fellows. This includes placements of four to 12 months at utility-scale renewable energy installations and corporate R&D facilities, facilitated through academia-industry partnerships. Additionally, a digital platform will be developed to connect trained and certified workers with potential employers for recruitment, apprenticeships, and training collaborations. This platform will streamline the process of matching skilled professionals with job opportunities, fostering a more efficient and responsive renewable energy workforce.
